Christine “CiCi” Carr joined the National Defense University’s College of International Security Affairs (CISA) in August 2024 as the Business Support Specialist for the Joint Special Operations Master of Arts (JSOMA) program at Fort Bragg. She brings extensive federal government experience in operational and administrative support, contributing to the JSOMA program’s mission of educating and preparing joint warfighter professionals. Ms. Carr also brings a key personal trait—the “Aloha Spirit”—to her work environment, fostering a culture of respect, collaboration, and positive energy within the organization and community.
Ms. Carr’s federal career spans multiple agencies and elite military commands. At the Department of Veterans Affairs, she served as Ambulatory Care Supervisor and Congressional and Military Liaison in Key West, Florida, facilitating collaboration among the VA, military services, and legislative bodies. She later transferred to support senior leaders as Executive Assistant to the Executive Leadership Team at the Fayetteville Director’s Office, contributing to strategic planning and organizational management.
With the National Park Service in Pearl Harbor, Hawaii, Ms. Carr managed administrative functions and served as Park Dive Officer, overseeing dive operations at the USS Arizona and USS Utah memorial sites. Her leadership in live dive presentations and interment broadcasts enhanced public outreach and preservation of these historic landmarks.
She has supported specialized military and interagency units including Joint Special Operations Command (JSOC), Special Forces Underwater Operations Command (SFUWO), U.S. Joint Interagency Task Force South (JIATFS), Special Operations Command (SOCOM), Naval Diving and Salvage Training Center, Mobile Diving and Salvage Unit One (MDSU-1), and Naval Surface Warfare Center (NAVSEA). These assignments showcase her adaptability and proficiency in high-tempo, mission-critical environments.
Her operational leadership roles include Search and Rescue dive team leader, Casualty and Recovery Notification Leader, and Blue Card, NAUI, and PADI-certified Dive Instructor. Ms. Carr has coordinated emergency response training and operations with federal, state, and private agencies, including FEMA deployments, and collaborated with military, NOAA, PBS, and commercial dive organizations to enhance operational readiness, public safety, and education.
Ms. Carr possesses strong administrative and operational expertise supporting complex joint and interagency environments. Her skills include program coordination, executive-level support, strategic organizational planning, and effective communication across federal, military, and legislative stakeholders. She excels in managing multifaceted administrative functions, facilitating collaboration among multi-skilled teams, and coordinating emergency response operations and training. Her proficiency in business support, combined with specialized knowledge in historic preservation and public engagement, enables her to contribute to mission-critical initiatives with precision and professionalism.
Ms. Carr brings a distinct set of key skills and certifications, including operational and administrative support for joint and interagency environments; strategic organizational planning; leadership in submerged resource operations and search and rescue missions; casualty and recovery notification coordination; diving safety instruction and training; and strategic liaison and communication across federal, military, and legislative bodies. Her expertise includes both operational management and preservation of historic war graves, alongside active public engagement. Her performance has been recognized with multiple Military, Government Civilian, and Public Service Awards.
