CAPT Douglas joined the CISA faculty as a Navy reserve officer on long-term Active-Duty orders in 2022, with the fresh perspective of being a distinguished graduate in the CISA class of 2022. Born in Little Rock, Arkansas, in 1971, CAPT Douglas received his commission as part of the Direct Commission Navy Reserve Intelligence Program (NRIP) in the summer of 2001. He is also a graduate of Georgetown University's School of Foreign Service (BSFS 93), the Johns Hopkins School of Advanced International Studies (MA 97), and Columbia University's Graduate School of Arts and Sciences (PhD 06), where he wrote his dissertation on the use of coercive air power in Bosnia and Kosovo.
As an Active Duty officer, CAPT Douglas returned from his third deployment in mid-2019, serving as the Director of Analysis for the Combined Joint Intelligence Operations Center – Afghanistan (CJIOC-A) at RESOLUTE SUPPORT Headquarters in Kabul, Afghanistan. During this tour he also served concurrently as OIC of the NATO CJIOC-A support element, as well as worked in tandem with the US Embassy staff in Kabul to provide interagency support to intra-governmental war termination efforts in Afghanistan. Prior to this deployment, he volunteered to serve as a Red Team civilian advisor to Regional Command Southwest (RC(SW)) in Helmand, Afghanistan from October 2011 to February 2012. In addition, from May of 2009 to April of 2010, then-LT Douglas was mobilized to Iraq in support of OPERATION IRAQI FREEDOM, serving with a joint counter-terrorism task force as J2A in Baghdad, and later as task force liaison to the Iraqi military's Anbar Fusion Node.
As a civilian, “Dr. Douglas” joined the Naval War College's Strategy and Policy Department in the summer of 2004, and holds the rank of Associate Professor when not on leave for military orders at CISA. He is currently working on a book covering the origins of the war with Al Qaeda and authored the peer-reviewed academic article, "Waging The Inchoate War: Defining, Fighting and Second-Guessing the 'Long War," published in the Journal of Strategic Studies.
In addition to CISA duties, CAPT Douglas recently assumed concurrent command of the reserve unit NR C2F N2/N39 IW, an operational-level-of-war unit supporting US SECOND FLEET. Prior to coming to CISA, he also served as the CO of NR JICCENT 0597, while being dual-hatted as CENTCOM’s Reserve Director of Intelligence for the Devens MA JRIC and charged with integrating the joint efforts of JICCENT 0597 with USARE DET 1 in a combined Army-Navy team with over 140 members supporting 5 distinct lines of effort. Prior to assuming command of JICCENT 0597, then-CDR Douglas served as the Commanding Officer of Naval Special Warfare Information Warfare Community EIGHTEEN (NSW IWC 18) from 2015-2017, during which time the unit tripled in size to support the increasing Unmanned Air System (UAS) warfighting mission and also transitioned from an Intel to a true IWC unit. He has also served as the XO of NR DIAHQ 0501 in FT Dix, NJ, in support of DIA’s counterterrorism watch-listing mission, and as the interim XO of NR NIOC MD Devens, one of the first 1835s to fill such a role in a Cryptologic Warfare unit.
