Heather K. Looney is a Visiting Faculty Member from the U.S. Department of Energy’s National Nuclear Security Administration (DOE/NNSA). Prior to joining NDU/CISA in Fall 2017, she served as the Director of the Office of Nuclear Incident Policy and Cooperation at NNSA, responsible for NNSA’s international nuclear terrorism, accident, and incident preparedness and response programs.

Prior to this position, she served as the Senior Policy Advisor to the NNSA Deputy Administrator for Defense Nuclear Nonproliferation and began her nuclear policy career while stationed in Moscow, Russia. Ms. Looney’s areas of specialization include nuclear nonproliferation, nuclear security, Weapons of Mass Destruction counterterrorism, nuclear incident preparedness and response, and the United Nation’s International Atomic Energy Agency (IAEA). She has served on several U.S. interagency negotiating teams for nuclear treaties and agreements on the security of nuclear and radiological materials and is an expert on multilateral nuclear policy issues and nuclear supplier policies.

Ms. Looney holds a B.A. in International Studies from the University of South Carolina and an M.A. in Russian and Eastern European Studies from Georgetown University. She speaks Spanish and Russian.
