Mr. Antonio "T" Scurlock

Department of Homeland Security (DHS) Faculty Chair & Visiting Professor

    Mr. Scurlock, a retired Naval (Information Warfare qualified) Officer, is the Department of Homeland Security (DHS) Faculty Chair and Visiting Professor at the National Defense University’s (NDU) College of International Strategic Affairs (CISA). Mr. Scurlock reported to NDU from the Cybersecurity and Infrastructure Security Agency (CISA) where he served as the Deputy Chief Learning Officer. His responsibilities included, yet were not limited to, developing cyber workforce plans, strategies, and guidance to support personnel, training, and education requirements, as well as address changes to cyber policy, doctrine, materiel, and force structure. He has led the establishment of cyber career paths to allow career progression, deliberate development, and growth within and between cyber career fields.

     Mr. Scurlock formerly served in the following roles within DHS CISA: Executive Director of the Office of Strategy, Policy, and Plans (SPP); DHS Lead for Enhance Shared Situational Awareness (ESSA); and the Director of Watch and Warning at the National Cybersecurity and Communications Integration Center (NCCIC). Mr. Scurlock’s Pre-DHS Career Milestones: Current Operation Capabilities Deputy Branch Chief, United States Cyber Command (USCYBERCOM); Component Information Assurance Officer (CIAO) and Computer Network Defense Cell Lead, Commander Naval Forces Europe\Africa (CNE\A) - Commander Sixth Fleet (C6F); Lead Exercise Planner for Communication Systems and Network Operations (NETOPS) United States European Command (USEUCOM).

     Mr. Scurlock holds a Bachelor of Arts in Political Science from North Carolina State University (NCSU); Master of Science in Information Resource Management (IRM) from the Air Force Institute of Technology (AFIT); and a Master of Science in National Resource Strategy from the Dwight D. Eisenhower School with a concentration in Cyber Leadership. Mr. Scurlock is an Alumnus of the Harvard Kennedy School (HKS) Senior Executive Fellows (SEF), and a Graduate of the Office of Personnel Management (OPM) Federal Executive Institute (FEI). Mr. Scurlock is a member of the Aerospace Maintenance Duty Officer (AMDO) association; Armed Forces Communications and Electronics Association (AFCEA); the Navy Mustang Association (NMA), and the Military Cyber Professionals Association (MCPA).
